The heart-wrenching reality of "debris"—not just shattered concrete, but the very fragments of hope, trust, and countless lives—continues to define the landscape where Israelis and Palestinians share an intertwined destiny. Since the harrowing dawn of October 7th, 2023, and the ensuing war in Gaza, an unimaginable tapestry of devastation has unfolded. Yet, at its tragic core, the Palestinian people endure an escalating humanitarian crisis.1 Echoes of their suffering resonate globally, with daily reports of lives lost in the desperate search for aid, dire warnings of widespread famine, and the wrenching displacement of millions.2 Through it all, the enduring name of Palestine continues to speak, borne aloft by profound human suffering.

Amidst this relentless tragedy, a fragile yet firm global consensus persists: the two-state solution, envisioning a viable, sovereign Palestinian state alongside a secure Israel, remains the most widely recognized pathway to an enduring peace. But the journey from global aspiration to regional tranquility is fraught with deep-seated complexities. This conflict's stubborn resilience stems not only from historical grievances, but from mindsets etched by generations of trauma, fear, and fiercely competing narratives. Today, the Israeli government, profoundly marked by the attacks of October 7th, views Palestinian statehood as an existential threat, while Hamas, for its part, remains fundamentally committed to armed struggle and the rejection of Israel’s existence.

Adding a chilling new chapter to this sorrowful saga, the war in Gaza has now tragically expanded into a direct Israel-Iran confrontation. With each strategic strike on Iranian infrastructure and every retaliatory missile or drone reaching Israeli civilian areas, the region trembles on the precipice of a wider, unfathomable conflagration, drawing in proxy forces and magnifying the shadow of fear across countless homes.


The World's Enduring Consensus: A Compass, Not a Map

For decades, the global community has consistently articulated the fundamental principles that must underpin peace in the Middle East. Through the venerable halls of the United Nations (UN), the collective wisdom of the G7, and the diverse voices of multilateral forums like BRICS, a broad, unwavering agreement has emerged on several critical imperatives:

The Two-State Solution: This beacon of hope remains the internationally recognized pathway to a just and lasting peace between Israelis and Palestinians, a vision affirmed by over 147 of the UN's 193 member states.3



De-escalation of Hostilities: A constant, urgent plea for the lowering of tensions across the entire region, underscored by the immediate imperative for a ceasefire in Gaza.

Humanitarian Imperatives: A universal demand for the sanctity of civilian lives, unhindered access for humanitarian aid, and the swift, unconditional release of all hostages.

The persistent heartbreak lies not in a deficit of recognized solutions, but in the glaring absence of a robust, mutually accountable framework for their implementation.


A New Blueprint for Implementation: Tiered Reciprocity and Global Accountability

Deep analysis reveals a profound truth: merely reiterating existing solutions, however noble, is no longer enough. The unique, "new angle" through which we must view this intractable problem isn't about inventing entirely novel end-states. Instead, it's about courageously proposing a pragmatic, action-oriented blueprint for implementation—one that introduces a tiered system of enforced reciprocal commitments and a robust embrace of global accountability. This framework gently posits that while the UN offers the indispensable legal and normative bedrock, and powerful blocs like the G7 and BRICS nurture global consensus, the specific, high-impact leverage of the United States, Russia, and China is utterly essential to ignite and sustain concrete change. The United States holds an unparalleled influence over Israel, a bond forged through decades of what is widely recognized as a "special relationship"—a profound strategic alliance buttressed by billions in annual military aid and consistent diplomatic unwavering support at the United Nations. This unique and enduring connection bestows upon the U.S. a profound, almost sacred, leverage. To genuinely nurture peace, the U.S. must courageously and strategically apply this influence to guide Israel towards embracing a viable, sovereign Palestinian state. This concerted effort would aim to gently isolate and ultimately weaken groups that thrive on destabilization and rejection of a two-state solution, thus demonstrating a tangible, heartfelt commitment to counter-terrorism that speaks louder than any rhetoric.

3. The Indispensable Role of the Wider International Community: Nurturing Consensus and Sustaining the Seeds of Peace.

The United Nations, as the universal sanctuary of international law and peace, must continue to assert its comprehensive mandate. This encompasses vigorous efforts through its Security Council (courageously overcoming vetoes through persistent diplomatic pressure), the General Assembly, and specialized agencies (like UNSCO and OCHA) to orchestrate vital humanitarian aid, vigilantly monitor human rights, and provide a legitimate, sacred platform for dialogue and resolution, firmly rooted in its numerous resolutions advocating for a two-state solution. Part 1: When Peace Stood Still

In memory of a world that forgot peace…

Where are the gentle evening twilight rays?
Where are the soft hues shimmering at the edges of green meadows?
Where are the love-laced songs that once floated in the breeze?
Peace has awakened — amid the tremors of fear and unrest.

Where are the doves of peace that soared in the depths of blue skies?
Where are the rainbows that once spread across the sky’s edge?
In the acrobatics of metallic birds, only terrifying breathlessness remains,
Beyond the roar of bombs, a voice questions the world — “What happened?”

Walls of pride have closed around our hearts,
The budding leaves of affection have vanished in flames.
Winds drunk on violence devour the shade of every flower,
Though the breeze of peace still blows… hearts have forgotten how to open their doors.

Yet — there is still time… for hopes to sprout anew,
To perfume our hearts once more with the fragrance of forgiveness.
Even a single breath of silence can become a stage — for peace,
Somehow… a dawn must return, once again, to tranquility.

O dove of peace…
To your aching question — “What happened?”
This world now whispers its answer…
In the voice of its silence.

Once, we knew your feathers by touch,
Soft as prayers on children’s lips.
We carved your name into lullabies,
And dreamed beneath skies that never rained fire.

But…
We got lost.
In the glitter of power,
In the echo of pride,
In maps drawn with blood, not ink.

We mistook noise for strength,
And silence for weakness.
We stitched flags with fear,
And wore hate like honor.

O dove… you hovered.
You knocked.
You waited.
But we were too busy building walls
To hear your wings.

A deeply cherished aspiration for many is the belief that "Home is nothing but Heaven." This profound sentiment speaks to the ideal of a sanctuary built on love, mutual respect, understanding, and unwavering support. This vision of home is inextricably linked to the institution of marriage, which has historically served as a fundamental cornerstone for the sustenance and organization of human societies across millennia. From procreation and child-rearing to economic cooperation and social stability, the formalized union of marriage has been a resilient force, meeting fundamental human needs for connection and continuity.


The Marital "Cradle": A Delicate and Dynamic Partnership


At its heart, marriage is an emotional journey, often resembling a "cradle" that holds the very essence of the relationship. This metaphor beautifully illustrates its inherent vulnerability and fragility, emphasizing the constant care, gentle handling, and nurturing required for it to thrive. Within this "cradle," partners experience mutual growth, support, and development, fostering a deep sense of security and belonging. The relationship is characterized by a natural rhythm and movement, navigating periods of calm and challenge, and is defined by a profound interdependence where individuals rely on each other for emotional sustenance and companionship. Within this psychological framework, it's important to distinguish between the soul and the subconscious mind. The soul, primarily a spiritual and philosophical concept, is often conceived as an immaterial, eternal essence that confers individuality and may transcend physical existence. In contrast, the subconscious mind is a psychological construct referring to mental processes that operate below conscious awareness but significantly influence our thoughts, feelings, and actions. These two concepts originate from distinct domains of inquiry and should not be conflated.


The "Minus Points": Challenges that Imperil the Partnership


Despite the aspirational ideal, couples frequently encounter significant psychological pitfalls that can profoundly destabilize the marital "cradle." A pervasive and destructive pattern is the tendency for partners to blame and undermine each other during problems, rather than uniting as a cohesive team. Depletion of the "Emotional Bank Account": Without consistent "deposits" of appreciation, the relationship's reserves of goodwill are rapidly depleted. This leaves no buffer against negativity, making conflict more damaging and allowing corrosive behaviors like contempt to take root.

Share & Care: This is the fundamental practice of mutual support, empathy, and genuinely looking out for each other's well-being. It involves openly sharing experiences and actively demonstrating compassion.


A Planned Life: Beyond daily routines, this refers to cultivating a shared vision for the future, setting joint goals, and making collaborative decisions to ensure alignment and common purpose.

1.  For decades, India has been the target of relentless terrorist attacks, meticulously planned, financed, and executed by organizations whose very existence and operational capabilities are inextricably linked to the territory of the Islamic Republic of Pakistan (hereinafter "Pakistan"). 


This submission will demonstrate, through compelling facts and established legal principles, that Pakistan has breached its fundamental obligations by failing to prevent its territory from being used as a launchpad for terrorism against India, thereby incurring state responsibility for the immense suffering caused.




II. A Chronicle of Terror:-


 The Evidentiary Tapestry




2.  The tragic history of cross-border terrorism targeting India is not a series of isolated incidents, but rather a sustained campaign, each thread leading back to Pakistan. 


 The following illustrative examples, forming a clear and undeniable pattern:


 A]. The Audacity of Mumbai (2008):-


The meticulously planned and executed attacks on Mumbai in November 2008, orchestrated by the Pakistan-based Lashkar-e-Taiba, left an indelible scar. The investigation and subsequent evidence, including digital communications and the capture of a surviving terrorist, unequivocally traced the planning, training, and logistical support directly to Pakistan.


B]. The Attack on Sovereignty (2001):-


The brazen attack on the Indian Parliament in December 2001, aimed at the very heart of India’s democracy, was perpetrated by terrorists belonging to Jaish-e-Mohammed and Lashkar-e-Taiba, organizations openly operating within Pakistan.


C]. The Breach of Security (2016):-


 The assault on the Pathankot airbase in January 2016, carried out by Jaish-e-Mohammed operatives, further demonstrated the continued ability of Pakistan-based terrorist groups to strike deep within Indian territory.


D]. The Carnage in Uri (2016):-


The deadly attack on the Indian Army base in Uri in September 2016, attributed to Jaish-e-Mohammed, once again highlighted the direct link between terrorist violence in India and organizations thriving within Pakistan.


E]. The Recent Outrage (2025):-


The Pahalgam attack of April 22, 2025, the immediate aftermath of which yielded digital evidence pointing towards Pakistan-based handlers and networks, underscores the ongoing nature of this grave issue.




3.  Beyond these specific atrocities, It rests on a robust and multi-layered body of evidence:


A]. The Digital Realm as a Conduit of Terror:-


 Intercepted communications, digital footprints meticulously traced to Pakistan-based servers and individuals, and the unashamed claims of responsibility by Pakistan-based UN-designated terrorist organizations, paint a clear picture of the digital infrastructure facilitating these crimes.


B]. The Testimony of Experience:-


 The harrowing accounts and confessions of captured terrorists, detailing their radicalization, training within identifiable camps in Pakistan and Pakistan-occupied Kashmir, and the logistical support provided within Pakistani territory, offer irrefutable first hand evidence.


C]. The Flow of Illicit Funds:-


 Investigations into the financing of terrorism targeting India consistently reveal financial trails originating within Pakistan, utilizing both formal and informal channels, directly supporting terrorist operations. Pakistan’s persistent presence on the FATF grey list speaks volumes about its systemic deficiencies in combating this illicit flow.


D]. .The Unseen Eye Geospatial Intelligence:-


 Satellite imagery and  corroborated intelligence reports have consistently identified the long-standing presence of terrorist training facilities and operational hubs within Pakistan’s territory, their very existence a testament to Pakistan’s failure to exercise effective control.




III. Legal Foundations: Pakistan’s Breach of International Law:-


4.  The Pakistan’s actions and inactions constitute a clear and persistent breach of fundamental principles and binding obligations under international law:-


A.]. The Sacrosanct Duty of Due Diligence:-


Customary international law enshrines the duty of every state to exercise due diligence in preventing its territory from being used to cause harm to other states. In the context of the uniquely destructive nature of terrorism, this duty demands vigilance and effective action. Pakistan has manifestly failed to uphold this fundamental obligation. The sustained and widespread nature of terrorism emanating from its territory and targeting India, spanning decades and numerous attacks, demonstrates a systemic and egregious breach of its duty to take all reasonable measures to prevent such harm.


B].The Binding Mandate of UN Security Council Resolution 1373 (2001):-


 This pivotal resolution, adopted under Chapter VII of the UN Charter, imposes unequivocal obligations on all UN member states to prevent and suppress the financing of terrorism, to criminalize terrorist acts, and to refrain from providing any form of support, active or passive, to terrorist entities. Pakistan’s continued failure to effectively dismantle the operational and financial networks of UN-designated terrorist organizations operating openly within its territory, such as Lashkar-e-Taiba (listed as a terrorist entity under UNSC Resolution 1267) and Jaish-e-Mohammed (also UNSC-designated), constitutes a direct and ongoing violation of these binding obligations. The international community’s repeated concerns, evidenced by Pakistan’s prolonged scrutiny under the FATF framework, further underscore this failure.  


C]. The Imperative of International Conventions:-


 Pakistan is a State Party to key international conventions aimed at the suppression of terrorism, including the International Convention for the Suppression of the Financing of Terrorism. Article 2 of this Convention obligates states to criminalize and prevent the financing of terrorism. Pakistan’s documented deficiencies in effectively preventing the flow of funds to terrorist organizations targeting India, and its insufficient prosecution of those involved in such financing within its jurisdiction, represent a clear failure to meet its treaty obligations.


D]. State Responsibility for the Inaction and Tolerance of Terrorism:- While the immediate perpetrators of terrorist acts are non-state actors, Pakistan’s state responsibility is engaged through its prolonged and egregious failure to prevent these acts from being planned, organized, and executed from its territory. The sustained operational capability and the public presence of leaders of UN-designated terrorist organizations within Pakistan, coupled with a conspicuous lack of effective legal action against them,and on the other hand , strongly  supporting them clearly suggest a deliberate policy of support, thus triggering Pakistan’s responsibility under international law. 


E]. The Unfulfilled Obligation to  Prosecute  and handing over UN-Designated Terrorist Organizations:-


International law unequivocally obligates states to thoroughly investigate and prosecute individuals within their jurisdiction credibly accused of involvement in terrorism, especially when such acts target other sovereign nations. Pakistan’s persistent failure to bring to justice the known leaders and key operatives of UN-designated terrorist organizations responsible for countless attacks in India represents a clear dereliction of this fundamental obligation.


F]. The Weight of Evidence Meets the Standard of Proof:-


The comprehensive and consistent body of evidence , encompassing digital intelligence, testimonial accounts, financial trails, and geospatial confirmation, meets the requisite standard of proof before any Court. The cumulative impact of this evidence establishes, on a balance of probabilities, Pakistan’s sustained and egregious failure to meet its international legal obligations to prevent its territory from being used for terrorism against India.


IV. conclusion :- 


Therefore the Islamic Republic of Pakistan has violated its obligations under international law by failing to exercise due diligence to prevent its territory from being used for terrorist acts against the Republic of India, and by failing to comply with its obligations under UN Security Council Resolutions and international conventions on terrorism and on the other hand itself joinded hands with Terrorists Organizations - the Pakistan is liable to be boycotted socially and econimically by the entire world - Golabal Boycott
