Service matter - appointment of private teachers - DEO refused to approve - challanged - High court allowed the writs - Apex court held that since the appointments are made against the procedure , the order of High court is liable to be set aside - further held that The Management had required the private respondents to discharge their duties, without the prior approval of the State Government. The Management should therefore bear the responsibility of shouldering the emoluments payable to the private respondents.
